The Jedi High Council had many inherent flaws by the time of Star Wars: Episode I – The Phantom Menace, but it also consisted of some of the most powerful Jedi in the galaxy. The Jedi Order had several ranks, and Masters were near the top, but only the greatest of Masters could serve on the Council. As such, some of the most powerful Jedi in Star Wars once held seats on the Council, and it was considered quite an honor.

The members of the Jedi Council were also a very diverse group, with several different species represented. Each individual member also had their own Force powers to call upon, as well as different lightsaber combat forms. Every one of them was extremely powerful in their own right, but not every member of the Jedi Council during The Phantom Menace was equally threatening in battle.

12 Yarael Poof

A Jedi who preferred to use his mind over his blade

Yarael Poof was one of the most recognizable members of the Jedi Council, as he was a Quermian and had an extremely long neck. He had served on the Council since the High Republic era, about 200 years before The Phantom Menace, and because of his long life, he often showed great wisdom in his duties. Poof’s greatest advantage was his wisdom, though that didn’t help him much in battle. He was as competent with a lightsaber as any Jedi Master, but compared to the other legendary Jedi on the Council, he ranks near the bottom.

11 Adi Gallia

Adi Gallia was a well-rounded Jedi in all aspects. This was shown in her use of Form V, which blended both offensive and defensive combat techniques. While she was proficient in a number of areas, there were also large gaps in Gallia’s abilities. Gallia was killed by Savage Opress, and while he was a powerful dark side user, he was much less experienced than her. While Gallia may have embodied a holistic version of a Jedi, her relatively low power in comparison to other Masters held her back.

10 Oppo Rancisis

Oppo Rancisis’ combat abilities were never shown in live-action, but his appearances in comics have proven he was a skilled warrior. Rancisis was a Thisspiasin, a snakelike species that had no legs and instead slithered on their bodies. As such, he had much less mobility than other Jedi Masters, but his tail wasn’t a disadvantage. Rancisis could use his tail as a weapon in battle, which gave him an additional edge. He was also extremely gifted with the Force, which made him a truly dangerous threat on the battlefield.

9 Eeth Koth

Eeth Koth was able to add his name to the short list of Jedi who crossed sabers with General Grievous and survived, though he was later used as a hostage. Though Grievous defeated him in battle, Koth only lost due to an injury to his dominant arm and Grievous’ use of Magnaguard droids. He was also one of the few Jedi to survive Order 66, only falling once Darth Vader hunted him down personally. His importance to the Separatists, Sith, and Jedi made him one of the most impressive Jedi Masters.

8 Even Piell

A survivor with extensive experience

Even Piell is best known for his arc in The Clone Wars, where Anakin Skywalker, Obi-Wan Kenobi, and Ahsoka Tano were tasked with rescuing him. While it was a rescue mission, Piell proved he could more than hold his own in battle. He made quick work of multiple droids throughout the arc, despite having endured interrogations, and was only beaten when an anooba ambushed him from behind. Before his capture and imprisonment in the citadel, Piell was a decorated veteran of numerous missions and battles, making him one of the most experienced fighters on the Council.

7 Depa Billaba

A master of Vaapad and a gifted teacher

Depa Billaba was the master of Caleb Dume, who would later change his name to Kanan Jarrus. Not much was seen of her during the Clone Wars, as she had been injured early in the conflict. However, she was shown to be extremely skilled with a lightsaber, and she was one of the few Jedi who learned to master the powerful lightsaber form Vaapad. In The Bad Batch, her troops executed Order 66, and Billaba held them back long enough for Dume and Clone Force 99 to escape. Though she fell in battle, Billaba proved she was one of the most dangerous combatants the Council ever saw.

6 Saesee Tiin

Saesee Tiin was known as one of the best lightsaber duelists on the Jedi Council, and it could have been due to one of his Force powers. Tiin had access to better telepathic abilities than most Jedi, and he may have used them to anticipate attacks before they happened. Tiin’s blend of raw lightsaber combat with his connection to the Force was not unique, as many Jedi did the same, but the success he enjoyed was almost unheard of. It helped him survive the Clone Wars, though he was no match for Darth Sidious, who killed him.

5 Yaddle

A Master who nearly defeated Count Dooku

Yaddle was one of the most well-rounded Jedi the Council ever had, though stepped down after the death of Qui-Gon Jinn. In terms of lightsaber abilities, Yaddle was able to stand her own against Count Dooku, one of the most proficient lightsaber duelists in the galaxy. Though she eventually fell to Dooku’s blade, marking his final steps to becoming a Sith Lord, Yaddle was still one of the most fearsome fighters the Jedi Council ever had. She was also extremely in tune with the Force and incredibly wise, having lived since at least the High Republic era.

4 Ki-Adi-Mundi

Ki-Adi Mundi was a member of one of the more recognizable alien species represented on the Jedi High Council, due to his large forehead. He was one of the best duelists on the Council, as he practiced the lightsaber form Makashi, which was designed for use in lightsaber duels. As such, there were few Sith who would have been able to defeat him, but he was not impervious. Ki-Adi-Mundi died during Order 66, as the sheer number of blaster bolts fired by his own troops overwhelmed him. He was able to deflect a few before falling, though, which demonstrated his enhanced reflexes and defensive capabilities.

3 Plo Koon

Plo Koon was one of the most beloved Jedi of The Clone Wars, and for good reason. Master Koon was known to be extremely calm under pressure, a trait that often helped him focus in battle. He was also incredibly determined, and could continue to fight even after sustaining heavy injuries. In addition to his combat abilities, Plo Koon had considerable strength with the Force, as he has pushed away small ships with one hand. He was also a skilled pilot, though he was shot down during Order 66, resulting in his death.

The aged Jedi Master had trained Jedi for 800 years by the time he met Luke Skywalker on the planet Dagobah. One of the most famed and revered Jedi, Yoda served as Grand Master of the Jedi Order for centuries; he was powerful enough to duel Darth Sidious himself, although he was defeated. Yoda exiled himself to Dagobah, where he learned how to become a Force Ghost and offered guidance to Luke Skywalker.

Yoda was a Grandmaster of the Jedi Order for centuries, and he had easily one of the strongest connections to the Force of any Jedi ever. He lived to be over 900 years old, and his centuries-long study of the Force made Yoda capable of incredible Force powers. He was also an extremely skilled duelist, as Emperor Palpatine, at the height of his power in Revenge of the Sith, was scared to duel him. While Yoda was one of the wisest Jedi to ever live, and he had extreme power with a lightsaber, he was just shy of being the most threatening Council member in combat.

One of the most prominent Jedi during the prequel era, Mace Windu served as a crucial member of the Jedi Council, considered second only to Yoda himself. Windu was a remarkable figure among the Jedi, having turned his own temptation toward the dark side to his advantage, even creating a new lightsaber form known as Vaapad. Mace ultimately failed in his mission to protect the Jedi, apparently killed by Palpatine and Anakin Skywalker at the end of the Clone Wars.

In terms of raw combat power, none of the Jedi Council members of The Phantom Menace could compare to Mace Windu. He pioneered the Vaapad lightsaber form, which allowed Windu to tap into the dark side of the Force without being consumed by it and made his combat abilities even sharper. When the Jedi confronted Darth Sidious in Revenge of the Sith, Windu was not only the only Jedi to survive Palpatine’s initial onslaught, he actually single-handedly bested the Sith Lord in combat. Mace Windu was the most threatening member of the Jedi Council in The Phantom Menace, and perhaps in all of Star Wars.
